UPS clearance delay: what it means and how to fix it

A clearance delay is a queue state: the entry cannot be filed, or has been filed and questioned. Each underlying cause has a specific remedy, and the remedies are not interchangeable.

Cause: the commercial invoice is insufficient

The most common cause by a wide margin. An invoice listing "apparel — 1 box — $240" does not let a broker classify or value the goods.

Fix: resubmit with per-line detail — specific product description, material composition where relevant, quantity, unit value, country of origin and HS code for each line. If this is your recurring cause, the fix is your invoice template, not this parcel.

Cause: declared value questioned

The value looks inconsistent with the goods, with similar entries, or with the terms of sale — for example whether freight is included in the dutiable value.

Fix: supply the underlying order or sales documentation showing the actual transaction value, and be consistent about whether freight and insurance are included.

Cause: preference claim unsupported

A CUSMA claim was indicated but the certification of origin is missing or incomplete.

Fix: provide a properly made out certification with all required data elements. If this recurs, move to a blanket certification covering repeat shipments so it stops depending on per-parcel paperwork.

Cause: classification rejected

The broker does not accept your HS code for the goods as described.

Fix: provide supporting detail — composition, construction, intended use — or accept a corrected classification. Then update the SKU, because every future shipment of it will hold for the same reason.

Cause: additional agency requirement

Some product categories trigger requirements from agencies beyond customs, each with its own documentation.

Fix: product-specific, and worth establishing before you ship rather than after a hold. If you sell in a regulated category, this should be part of your onboarding for every new SKU.

Across all five causes, the determining factor in how long the parcel sits is not the difficulty of the fix — it is how quickly somebody takes ownership. That is the whole premise of HoldDesk.
